An affiliate of Wiles, Boyle, Burkholder & Bringardner, Ohio Public Sector Consulting, LLC (OPSC) is a public sector consulting organization concentrating its efforts within the Ohio State Legislature, elected statewide offices, various regulatory boards and agencies, and all local and county entities in the State of Ohio. OPSC not only offers quality legislative advocacy but also specializes in vendor representation at all levels of government from school boards to departments and agencies of the state.

Experience

The principal of OPSC is Tom Fries, Sr. a former State Legislator of 14 years with more than 20 years of lobbying experience in the State of Ohio. Tom Fries Jr. is also a member of OPSC. Tom brings over 18 years of campaign, legislative and lobbying experience from throughout the United States.

OPSC enjoys one of the finest reputations in the Ohio lobbying community and has extensive background and established working relationships with the following state agencies, departments, and government leaders in Ohio:

Services

OPSC provides a multitude of proactive services on behalf of our clients. OPSC utilizes an on-line computer system that identifies legislation that has been introduced, committee assignments and hearing schedules, as well as policy initiatives from the Governor’s office, Supreme Court, state agencies and departments, and the legislature itself.

Through the use of this system, and continued personal contacts with targeted state agencies, departments, and elected officials, OPSC is able to transmit information immediately to the client. OPSC also provides updates and analysis on all pertinent regulatory decisions and rules.

Our early evaluations and proactive involvement with bills, regulatory proposals, budgetary allocations and outsourcing needs enables us to provide our clients with successful strategies to influence outcomes as actions move through the process.

OPSC offers the following services to our clients:

  • Assist in strategy planning, including analyzing the client’s needs and developing a strategy designed to meet those needs while taking into consideration current public policy.
  • Confer, advise and participate in the passage, amendment or defeat of legislation during any regular or special session of the legislature and advise and develop strategies to accomplish the desired results.
  • Confer and advise on all vendor opportunities regarding services or tangible goods being procured by all public sector entities.
  • Review, analyze and advise on all proposed legislation of interest to the client.
  • Advise and participate in the preparation of testimony for submission before the legislative committees and state agencies.
  • Confer with legislative leaders and committee chairs in both houses of the General Assembly on the organization of committees and subcommittees, reference of legislation to committees and subcommittees, and the timing of consideration of legislation.
  • Maintain a continuing relationship with the members of the legislature, key officers and employees of the State of Ohio and members of the Ohio delegation in Congress.
  • Confer with the Governor’s Office, State agencies and departments, the Attorney General’s Office, and other key offices and individuals, and advocate the client’s position on pertinent matters.
  • Confer with and advise in regard to any political and or legislative effect of any proposed business decisions made by the client.
  • Assist client in communicating its views to the media, government officials and the public.
  • Assist the client in the formation of a PAC and advise where necessary in the use of a PAC.
  • Complete initial registration forms and file on behalf of the client all forms required by the Joint Legislative Ethics Commission.
  • Assist in the formulation and successful implementation of the legislative and administrative goals of the client.
